Before Parcel C Opens for Booking: Sale Licence, Option to Purchase and the First Five Weeks Explained

By Davis Ng ·

River Valley Green (Parcel C) has a land award but no sales yet. URA awarded the 99-year site beside Great World MRT on 23 June 2026 to SMCL Haven 3 Pte. Ltd. and CSC Land Group (Singapore) Pte. Ltd. The project name, price list, unit mix and showflat dates have not been announced yet. So the useful question for a buyer today is not "what will it cost" but "how will I know it is properly open for sale, and what will I be committing to in the first few weeks?" URA's Home Buyers' Guide for uncompleted private homes answers most of that, and this note runs its steps against what is known about Parcel C.

Step 1: sales cannot start before two approvals

For a project with more than four units, URA's guide says the developer must hold a sale licence and must have building plan approval for the project before it starts selling. A developer with a no-sale licence may not sell any unit. URA runs a public e-service to check whether a developer holds a valid housing developer's licence.

Where Parcel C stands: URA estimated about 470 homes for the site, far above the four-unit threshold, so both requirements apply. We have not seen a published building plan approval, project name or sale licence notice for Parcel C, so treat the start of sales as unconfirmed. When marketing begins, check the licence yourself rather than relying on a flyer, and note that the selling entity should trace back to the companies named in URA's award.

Step 2: at the showflat, look for the approval number

Under the Housing Developers (Show Unit) Rules, as summarised by URA, the site plan, project model and unit models must be drawn or built to scale from the approved building plan and must show the building plan approval number and date. The written notice at each show unit must also give a room-by-room area breakdown and floor-to-ceiling heights. If those details are missing, the plans you are looking at are not yet the approved ones.

This matters more than usual for Parcel C. URA's height limit for the site is given in Singapore Height Datum, not storeys, and early media descriptions of the scheme are not plans. Our showflat page will carry preview dates once the developer releases them; the floor plans page has no layouts to show until approved layouts exist.

Step 3: the information you must receive before paying anything

URA's guide says the developer has to give you a set of mandatory information before accepting a booking fee, and get your written acknowledgement. The items most worth reading for a city-fringe tower site like Parcel C:

  • Scaled location plan, site plan and unit floor plan.
  • Strata area, with its breakdown into bedrooms, balcony, air-conditioner ledge and any void area.
  • Total units in each class, and the number and type of car parking lots. If there are fewer lots than homes, ask how they will be allocated.
  • Conditions imposed by the authorities, such as drainage or road reserves, that may affect owners after completion.
  • The Schedule of Strata Units, whose share values set each unit's maintenance charges.

The developer must also complete customer due diligence checks; if they cannot be completed, it is not allowed to accept your booking fee. You are not obliged to proceed after reading the information.

Step 4: the first five weeks after you book

StageWhat URA's guide sets outWhat to prepare
BookingBooking fee of between 5% and 10% of the purchase price, in return for a standard-form Option to Purchase (OTP)Bank loan eligibility, ideally confirmed before you pay
Names on the OTPThe OTP cannot be assigned or transferred; only the intending purchasers named in it can exercise itDecide every buyer's name before booking
Contract deliveryThe developer must deliver the Sale and Purchase Agreement (S&PA) and title deeds within 14 days of the OTP dateA lawyer to review the S&PA
ExerciseWithin 3 weeks of delivery: sign and return the S&PA and pay the balance down payment, which is 20% of the price less the booking fee. The developer may allow up to 8 weeks from the OTP date for that paymentCash and CPF for the 20%; stamp duty after signing
Walking awayIf you give written notice, the OTP lapses. If it simply expires unexercised, the developer may keep 25% of the booking fee and refund 75%Decide within the window, not after

Buyer's Stamp Duty, and Additional Buyer's Stamp Duty where your profile attracts it, is payable after you sign the S&PA. Current owners of an HDB flat or Executive Condominium must first meet HDB's minimum occupation period before buying private property.

Step 5: the dates that only the contract fixes

Three timing points in URA's guide feed directly into decisions buyers raise about Parcel C:

  • Vacant possession date. The S&PA states the latest date the developer must hand over the unit, with liquidated damages if it is late. An "estimated TOP" from marketing material is not that date. Parcel C's TOP date has not been announced, which is why our P1 priority guide tells families to wait for the contract date.
  • Seller's Stamp Duty. For a property bought on or after 4 July 2025, SSD applies if you sell within 4 years of acquisition. Anyone planning an early exit should count from the purchase date, not from completion.
  • Area check at completion. If the surveyed strata area is more than 3% smaller than the area stated in the S&PA, the price is reduced for the shortfall beyond 3%.

What to do now

Before Parcel C opens, the preparation that pays off is financial and administrative: confirm your loan eligibility, settle whose names go on the OTP, and line up a lawyer. Price has not been announced yet; our price page shows the current status, and the land record is on the project details page. When sales are announced, check the licence, read the approval number at the showflat, and only then pay a booking fee.
