Four Bids, One Award: What URA's Tender Record Confirms About the Parcel C Site Beside Great World MRT, and What Is Still Not Announced

The short answer: URA awarded River Valley Green (Parcel C) on 23 June 2026 to SMCL Haven 3 Pte. Ltd. and CSC Land Group (Singapore) Pte. Ltd., whose tender of S$750,569,199 ranked first of four. Sunway identifies SMCL Haven 3 as its indirect wholly-owned subsidiary and describes the proposed joint venture as 60:40, subject to regulatory approvals. Everything a buyer eventually needs, from the project name to the price list, sits outside that land record. This piece reads the record line by line so you can separate fixed facts from what has not been announced yet.

How Parcel C reached the award

The site as URA describes it

Two lines are easy to misread. The height cap is stated in Singapore Height Datum (SHD), a reference level, not a height measured from the ground, so it cannot be converted into a storey count. The number of storeys has not been announced. The Edge Singapore has reported a planned twin 36-storey scheme of about 500 homes; that is a media report, not a URA or developer figure. The 470 figure is URA's planning estimate, and our project details page keeps it labelled as an estimate.

The four bids, side by side

The last column is our arithmetic, converted from URA's S$ per m² of gross floor area; URA does not publish it. The winning tender was about S$29.8 million, roughly 4%, above the second-ranked bid, and about 6% above the fourth. All four bids falling within that band is consistent with several developers valuing the site similarly. It is not a forecast of selling prices. One further detail from the record: GuocoLand, the developer that secured neighbouring Parcel B, was part of the third-ranked consortium for Parcel C.

Parcel C is its own site, not Parcel A or B
